우리 입장에서 볼 때 동북아에서 러시아의 열세는 물론 극동시베리아 지역을 중국이 장악하게 되는 상황은 중국의 우리에 대한 압력 증대를 유발시킬 뿐만 아니라 우리에게 굴욕을 강요할 수도 있을 것이라는 점에서 바람직하지 않을 뿐만 아니라 막아야 되는 것이다. 확고한 한-미 동맹에 추가하여, 중국의 압력을 상쇄해 줄 수 있는 러시아가 유용하다. 극동시베리아로의 우리 민족의 진출은 우리에게는 생활영역(Lebensraum)내지는 경제적 영토(economic territory)의 평화적인 확장이라는 측면에서 적극적으로 고려할 사안이다. 기본적으로 한반도의 면적은 현재 7천4백만이나 되는 남북한 인구를 부양하기에는 너무나 비좁다. 우리가 준비가 되어 있고 러시아가 받아 드릴 용의가 있다면 소위 통일과정에서 상당수 북한주민을 극동시베리아로 이주시킬 수도 있을 것이다. 극동시베리아에서 한-러간 연합이 성립되는 것은 그 지역의 무궁무진한 자원에 대한 우리 접근이 보장되는 것을 의미한다. 만일 현재와 같은 중국인들에 의한 ‘평화적인 잠식’이 지속되어 수십년뒤 언젠가 그 지역을 중국이 장악하게 된다면 중국은 그들 자신의 수요만 해도 엄청나기 때문에 우리의 접근(access)을 허용하지 않을 것이다. 또한, 동북아에서 중국이 우월적 지위를 확보하게 되면 우리 민족의 통일은 더욱 어려워질 수 있다. 그런 의미에서 한반도 주변 4강중 유일하게 남북통일을 공개적으로 지지하는 세력으로서 러시아를 앞으로도 우리의 우군으로 확보할 필요가 있다. 한마디로 말해서 극동시베리아에서 한국과 러시아간 단순히 기존 협력 관계의 발전이 아니라 문자 그대로 전략적인 협력을 추진할 때이다.

From Korea's perspective, situation of Russia being inferior in NE Asia and China dominating the Far-east Siberian territory will put heavier pressure on Korea; which is not only undesirable, but must be stopped. In addition to KOR-US alliance, allying with Russia will be a great counterbalance against China's pressure. Migration to Far-east Siberia is an agenda to be considered in a sense that it's a peaceful expansion of a lebensraum and an economic territory. Practically, the Korean peninsula is just not large enough to maintain 74 million people. If Korea is ready and Russia has the will, considerable number of North Korean can consider migrating to Far-east Siberia during the process of reunification. Forming KOR-RUS union in Far-east Siberia means a guaranteed access to abundant natural resources. If the "peaceful invasion" by Chinese colonialists continues for a few dozens of years, the region will be fully occupied by Chinese and that Chinese themselves can meet the demands of region, they will not allow an access of Koreans to the territory. Moreover, if China acquires a superior position in NE Asia, the likelihood for the reunification of two Koreas will get worse. Therefore, alliance with Russia, the only country among "Big 4" surrounding Korean peninsula that publically supports the reunification of Korea, is definitely a goal to be made. Hence, now is the time to promote the current KOR-RUS cooperation in Far East Siberia up to the level of strategic cooperation.
