21세기에 접어들면서 동북아시아의 정세는 지정학적 관점에서 볼 때 역동적으로 변화하고 있다. 현 상황을 한마디로 요약한다면 중국의 부상, 러시아의 상대적 약화, 일본의 정체 , 한반도의 분단 지속 그리고 미국 패권의 점진적인 약화라고 표현할 수 있다. 러시아는 동북아에서 중국의 국력 신장에 대해 긴장하고 있으며, 이런 맥락에서 앞으로 동북아에서 통일되고 국력이 강화된 Korea의 출현이 러시아가 중국을 상대하는 데 있어서 유익하다고 보고 있다. 동시에 러시아내 일부에서 동북아에서 러시아의 상대적 열세를 만회하기 위해서는 오로지 한국과의 전략적인 협력이 시급하다는 주장이 나오고 있다. 그중에 대표적인 것이 블라디미르 수린 박사가 2005년 11월 발표한 ‘코리아 선언’이며 그는 러시아의 우랄이동 극동시베리아 지역이 중국 식민주의자들의 ‘평화적 침략’으로 위기에 처했음을 지적하고 인구 감소 대처, 영토 보존 그리고 경제발전을 위해 Korean(남북한인)들의 자발적인 대규모 이주가 필요하다고 주장하고 있다.

As 21st century set in, state of affairs in North-east Asia is shifting rapidly. In sum, rise of China, relatively weakened Russia, stagnant Japan, yet divided Korea and gradual decline of US hegemony would describe the situation. Russia is keeping a beady eye on increased national power of China, assuming that the emergence of unified and strengthened Korea will help Russia in dealing with China.  At the same time, there are some voices from Russia asserting that to overcome relative inferiority in North-east Asia, strategic cooperation with Korea is absolutely in need. Leading exponent of the assertion, Dr. Vladimir Surin presented "The Korea declaration" on Nov. 2005. Dr. Surin points that Far-east Siberian territory is in danger due to Chinese colonialist's "peaceful invasion" and emphasizes that for the preservation of territory, population and economic growth, a large scale voluntary migration of Korean are required.
